Project coordinator in Nam Dinh

Project of “Improving the resilience of vulnerable coastal communities to climate change related impacts in Viet Nam” financed by Green Climate Fund (GCF) through UNDP Viet Nam will be implemented from 2017 to 2021 in 7 participating provinces of: Nam Dinh, Thanh Hoa, Quang Binh, Thua Thien Hue, Quang Nam, Quang Ngai and Ca Mau.
Project specific objectives are:
- Improving the resilience of residence’s housing infrastructure to climate related impacts, supporting livelihoods and safety conditions to vulnerable coastal households to climate change impacts.
- Enhancing forest coverage and improving mangrove forest quality for resisting tide ways and protecting coastal communities which contributed to carbon sequestration for emission reduction and biodiversity development.
- Establishing and improving application of climate and disaster risks information system for supporting climate risks and resilience capacity planning and decision making to climate change.
Project consists of 3 components: Component 1 - Support to construct storm & flooding resistant house; Components 2 –Plantation of mangrove forest; Component 3 –Information and data of disaster risks. Nam Dinh will participate in Component 2 and Component 3
Nam Dinh Provincial Project Management Unit is seeking candidates for the position as Project coordinator.

1. Requirements
1.1. Responsibilities:
- Prepare proactively annual quarterly report to donors
- Coordinate and keep project activities in line with approved plan
- Support and work directly with project staff in Nam Dinh province and relevant organizations and individual for technical supports in Component 2 and Component 3
- Be in charge of the preparation of annual, quarterly and monthly progress reports
- Be responsible and report to the National Project Director and Director of Nam Dinh PPMU. 
- Provide  technical  guidance  and  support  Nam  Dinh  PPMU  in  the development of annual, quarterly and monthly working plan, financial plan and  overall plan to ensure they are submitted on timely manner to the CPMU and the contents  are  in  accordance  with  Project  Document  and    relevant  regulations,  PIM and guidelines of the CPMU.
- Guide  and  support  Nam  Dinh  PPMU  in  the  preparation  of  TORs  for different tasks/works so that these works can be proceeded as planned.
- Advise  the  CPMU  on  the  integration  of  annual  working  plan/progress report  of  the  PPMU  (annual, quarterly  and  monthly)  in  the  plan/reports  of  the CPMU;  propose  implementation  solutions  for  different  activities  in  accordance with approved work plans.

Other tasks:
- Coordinate project staff to support and monitor implementation activities of consultants and contractors
- Support to implement community based plan to manage forest mangrove recovery in sustainable areas
- Organize  workshops  for  sharing  and  learning  related  to  forestry  and M&E activities
- Make contribution to community-based hazard map and manage partnership of NGOs, communities, technical departments and governmental offices
- Keep corporation between partners on various level
- Manage consulting groups of community-based disaster risk management in which women participate at least 30% and play decisive roles
- Work with CPMU, PPMU staff to implement smoothly project activities and desired output and result at provincial level
- Coordinate and facilitate internal auditing, independent or state auditing
- Implement other tasks assigned by the project director
1.2. Qualifications:
- Have a university degree in Forestry, Environment Science, Resources Management, Environment Economy or related fields. 
- Have at least 3 years of working experience as coordinator in forestry projects, or rural area development, natural resources management and response to climate changes in Vietnam.
-  Have  at  least  12  months  of  working  experience  in  ODA  projects  in provinces in Vietnam. 
- Have experience in the preparation, coordination and monitoring of the implementation of program, technical assistance projects or as team leader; candidates with project management certificates are favored.
-  Have     good    communication       skills   and   working     experiences     with governmental  agencies,  PMUs;  used  to  be  coordinator  in  central  and  provincial activities. 
- Have good knowledge of genders and mass media issues.
- Be able to communicate and make reports in English
- Have good computer skills
- Knowledge about UNDP procedures and working experiences in UNDP projects are advantages. 

2. Benefit and position duration
- Salary budget: follow GCF salary scale (Gross 1200USD/ month)
- Working period: 1 year contract with 2 month probation. Possibility of extension bases on annual staff evaluation
