Cẩm Nhượng is a commune-level place in the Cẩm Xuyên District, Hà Tĩnh Province. Cẩm Nhượng Commune is part of the only estuary of the Cẩm Xuyên District, where the rivers and sea surrounding the land are created by the alluvium of the Lạc Giang River, which runs along the arc of the Commune. Cẩm Nhượng Commune of the Cẩm Xuyên District, Hà Tĩnh Province is a Commune located at the opening of the Rác River (Lạc Giang). Today, Cẩm Nhượng is a fishing village, and a large proportion of Cẩm Nhượng’s economy comes from marine-related industries, which include fishing activities in the sea and range.

As one of the poorer Communes of the Cẩm Xuyên District (the amount of poor and near-poor households accounts for more than 34.6%), the main livelihoods of the people are predominantly in fishery, and are therefore dependent on natural resources and fish sauce production. In recent years, with the changes in climate and the development of foreign investment projects (including the exploitation of sand in the sea, which causes the ecosystem of the coastal area to change), people cannot gain the same advantages from fisheries as they have in previous years.

The traditional fishing industry is becoming increasingly difficult; people’s livelihoods are declining. Along with the increasing difficulty of fishery, the fish sauce production and processing also faces difficulties with regards to production, consumption and market access. In particular, using the technology of processing fish sauce with older methods does not make reasonable use of solar energy in the production process, which pollutes the surrounding environment, decreases food safety and hygiene and requires heavy labor with low productivity. The improvement of fish sauce processing technology by making proper use of solar energy helps improve the living and working environment, reduces heavy labor and brings greater productivity, which can ultimately increase people’s capabilities in adapting to climate change issues, especially in coastal residential areas such as Cẩm Nhượng. New successes and improvements are also likely to be replicated in other coastal areas that will also greatly benefit in terms of adaptation to climate change.
