Poverty of ethnic minorities in Viet Nam: Situation and Challenges in Programme 135 Phase II communes

Using data from a high quality household survey for the Government’s Programme 135 Phase II (2006-2011) and other quantitative and qualitative sources, the authors of this report have set out to describe in detail the features of ethnic minority poverty and the restraints to ethnic minority development in poor rural and mountainous communes. The study also explores some of the main causes of persistent poverty among ethnic minorities in Viet Nam today.
