UNDP and National Assembly to improve public accountability of elected officials

HA NOI  -  With the goal of creating more effective and responsive elected officials and having regular public consultations on draft laws in Viet Nam, the UN Development Programme (UNDP) and Office of the National Assembly (ONA) announced a $7.5 million project today.
 
“UNDP’s continued support to the National Assembly and People’s Councils has manifested the close and efficient cooperation between UNDP and the ONA,” said Dr. Nguyen Si Dzung, Vice-Chairman of the ONA and National Director of the Project.  

UNDP has worked with the ONA, in one form or another, since 1996. The Project “Strengthening the capacity of People’s Elected Bodies in Viet Nam”  which ran from 2003 to 2007, made significant contributions to increasing the efficiency of the National Assembly and Provincial People’s Councils. Activities were focused on enhancing the relationship between voters and their representatives in Viet Nam and improving consultations with stakeholders on selected draft laws before they were approved by the National Assembly. Particularly, the Project provided support for the establishment of the Training Centre for Elected Representatives, whose mandate is to serve as a central point to organize and coordinate knowledge and skill trainings for members of the National Assembly, People’s Councils and their staff.  

With the launch today this represents the third phase of UNDP’s programme to support the capacity development of National Assembly institutions and selected people’s councils.   

“Effective representation of elected official is an essential step as Viet Nam moves to middle-income status,” said UNDP Country Director Setsuko Yamazaki. “This third phase will support the National Assembly and Provincial Peoples Councils to better listen to the citizens of Viet Nam and turn their concerns into action.”  

In this third phase, the Project will seek opportunities to enhance the representative role of elected bodies, public consultations and more effective oversight of the government. At the end of this phase, its objective is to have public consultations for draft laws and oversight as the norm within the National Assembly. As well, the citizens of Viet Nam should be able to better access their elected officials when they have a concern or question.  

The third phase of the project will extend until 2012.
