Viet Nam integrates Sustainable Development Goals in national policy

Ha Noi, 10 November 2016 – Viet Nam has integrated the implementation of 2030 Agenda in National Assembly’s resolutions and the Government’s guidance documents.

This information was shared at the Consultation Workshop on the draft National Action Plan to Implement the 2030 Agenda in Ha Noi this morning, by the representative of the Ministry of Planning and Investment (MPI), the agency assigned by the Government to lead coordination of all stakeholders for the Agenda 2030’s implementation in Viet Nam.

The workshop’s goal was to inform all stakeholders of the development of a National Action Plan for Implementation of Agenda 2030 and to engage and mobilize their support in the development and implementation of the Action Plan.

In hosting this seminar, the MPI created a platform for stakeholders to provide feedback on the Draft Action Plan, thus engaging and mobilizing their support in the implementation of the 2030 Agenda for Sustainable Development in Viet Nam. The Action Plan Draft proposes a list of Viet Nam’s Sustainable Development Goals (VSDGs), together with the government’s viewpoint, solutions, implementation and specific actions to reach VSDGs by 2030.  

Participants in the seminar included representatives of ministries and agencies, the National Assembly, development partners, national and international non-governmental organizations, research institutes, mass organizations, the private sector, provincial authorities, and the media.

“The Ministry of Planning and Investment is currently finalizing the draft National Action Plan for submission to the Prime Minister for promulgation,” said Mr Nguyen The Phuong, MPI’s Vice Minister, who co-chaired the seminar. “When approved, the National Action Plan will provide a guidance framework of sustainable development goals for Viet Nam by 2030 and to define activities and responsibilities of, and coordination among different stakeholders in implementing the sustainable development goals for the country. This national action plan will be the legal basis for Viet Nam to fulfil its commitments to the international community, thus contributing responsibly to global efforts for sustainable development”.

The seminar is part of a series of consultative activities that the MPI has held recently to mobilize and encourage contribution by all stakeholders to the development of the draft National Action Plan.

Agenda 2030 introduces vision, orientation of implementation method, global partnerships and actions to realize sustainable development all over the world for the period of 15 coming years. The Agenda 2030 was adopted at the UN Summit last September. At the Summit, the former President Truong Tan Sang affirmed that Viet Nam supported and committed to mobilizing all resources, ministries, sectors, localities, organizations, communities and people to successfully implement the Agenda 2030 and the SDGs.

On behalf of UN Agencies in Viet Nam, Ms. Louise Chamberlain, UNDP Resident Representative a.i. in Viet Nam, co-chaired the seminar with Vice Minister Nguyen The Phuong. Ms. Chamberlain commended the MPI for mobilizing and engaging all stakeholders, especially the private sector and civil society, in the development of the National Action Plan.

“Delivering on this agenda requires changes in the role and conduct of Governments, specifically mechanisms employed to facilitate development and empower people,” said Ms. Chamberlain. “In addition to delivering and regulating better, Governments also need to engage, motivate and encourage citizens, business and civil society.” She also emphasized that the Action Plan should prioritize the most disadvantaged and vulnerable groups such as ethnic minorities, the poor and the near-poor and migrants, as well as clarify the coordination and participation mechanisms for all parties, and attach importance to data in monitoring the implementation of the 2030 Agenda.
