Speech at workshop on the convention on the Rights of People with Disabilities

Ladies and gentlemen;
I am very pleased to provide some opening remarks at this workshop on the UN Convention on the Rights of the Persons with Disabilities (CRPD) and on the role of the Disabled People Organizations’ in its implementation. This workshop is part of an ongoing collaboration between UNDP and the Ministry of Foreign Affairs to strengthen capacity on the Universal Periodic Review and follow up.
Let me start by wishing you all a very happy International Human Rights Day. The theme of this year is the Vienna Declaration, which was adopted 20 years ago at the World Conference on Human Rights. The Vienna Declaration marked the beginning of a renewed effort in the protection and promotion of human rights.
It reaffirmed the duty of states to protect the human rights of all people who live lawfully within their territory.
It also led to the creation by UN member states of the UN Office of the High Commissioner for Human Rights. The UN Secretary General’s message for this year emphasizes that “promoting human rights is one of the core purposes of the United Nations”, and he underlines that “the key to success is the political will of Member States”.
New human rights instruments have been developed since the Vienna Declaration, and one of them is the Convention on the Rights of People with Disabilities which Viet Nam has pledged to ratify at the last Universal Periodic Review.
People with disabilities can become easily 'invisible' in society because of discriminatory laws, attitudes and practices. It is therefore important to have an international human rights instrument that they can use to claim their rights. It is also a useful tool for state bodies to develop national implementation mechanisms based on internationally agreed upon standards.
I would like to thank MOFA for bring all stakeholders including Government, Disabled People’s Organizations and international experts together to discuss how the rights of people with disabilities can be fully realized in Viet Nam. I would also like to thank our international guests from Croatia and Indonesia as well as my colleague from the Committee for this convention for their availability to come to Viet Nam and share their expertise with us.

But at the administration I saw some policemen suffering with serious problems. The professionals are always judged by public opinion, but also need a more caring look at them. Three years ago, I started a campaign to collect adult diapers for a police officer who was shot and became paraplegic. After a lot of mobilization, we got almost a ton of diapers! (...) Education for me is the basis of everything. I have always searched to compementary income so that my children could study in good schools. They know what is the reality. When I take them to a handicapped friend, they see how life could be harder. Os profissionais são sempre muito julgados pela opinião pública, mas também precisam de um olhar mais cuidadoso sobre eles. Há três anos, comecei uma campanha para arrecadar fraldas geriátricas para um policial que foi baleado e ficou paraplégico. Após muita mobilização, conseguimos quase uma tonelada de fraldas! (...) Educação para mim é base de tudo. Sempre busquei complementar minha renda para que minhas filhas pudessem estudar em boas escolas. Elas sabem o que é a realidade. Quando as levo à casa de um colega cadeirante, elas vêem o quanto a vida poderia ser mais difícil.
