This Report is a joint research product of the Ministry of Labour, Invalids and Social Affairs (MOLISA), Viet Nam Academy of Social Sciences (VASS), General Statistics Office (GSO), Mekong Development Research Institute (MDRI) and the United Nations Development Programme in Viet Nam (UNDP Viet Nam). Using the data from various sources, such as Viet Nam Household Living Standard Surveys (VHLSS), Population and Housing Census, Survey on the socio-economic situation of 53 ethnic minorities, National Survey on People with Disabilities in Viet Nam, the Report provides the overall picture of multidimensional poverty reduction in Viet Nam with zoom-in analyses on poverty trend among disadvantaged groups of ethnic minority areas and people with disabilities. The Report suggests recommendations for further refinement of National Targetted Programme for Sustainable Poverty Reduction and poverty reduction policies towards ensuring good quality life for all, leaving no one behind and achieving SDG1 “eliminating poverty in all its dimensions and everywhere”.

This Report is recommended to policy-makers, researchers, development actors and other stakeholders who wish to gain an insight into poverty situation in Viet Nam and vulnerable groups. The Report is also recommended as contributions to the stakeholders’ work in assessing poverty reduction policies and program and monitoring the progress towards achieving Viet Nam’s Sustainable Development Goals.
