National consultancy to evaluate material use in storm and flood resilient house construction

(Hanoi-based and travelling to 11 provinces, Vietnam )

Project of “Improving the resilience of vulnerable coastal communities to climate change related impacts in Viet Nam” financed by Green Climate Fund (GCF) through UNDP Viet Nam will be implemented from 2017 to 2021 in 7 participating provinces of: Thanh Hoa, Nam Dinh, Quang Binh, Thua Thien Hue, Quang Nam, Quang Ngai and Ca Mau.

Project specific objectives are:

- Improving the resilience of residence’s housing infrastructure to climate related impacts, supporting livelihoods and safety conditions to vulnerable coastal households to climate change impacts.

 - Enhancing forest coverage and improving mangrove forest quality for resisting tide ways and protecting coastal communities which contributed to carbon sequestration for emission reduction and biodiversity development.

 - Establishing and improving application of climate and disaster risks information system for supporting climate risks and resilience capacity planning and decision making to climate change.

The Project consists of 3 components: Component 1: Storm and flood resilient design features added to 4,000 new houses on safe sites, benefiting 20,000 poor and highly disaster-exposed people in 100 communes in 5 central provinces of Vietnam; Component 2: Regeneration of 4,000 hectares of coastal mangrove storm surge buffer zones using successful evidence-based approaches; Component 3: Increased access to enhanced climate, damage and loss data for private and public sector application in all 28 coastal provinces of Viet Nam.

The Component 1 of the Project: Support on storm and flood resilient house construction covers five provinces: Quang Ngai, Quang Nam; Thua Thien-Hue, Quang Binh, Thanh Hoa. The Component 1 of the Project is designed to support poor households in five provinces with the construction of houses, adding storm and flood resilient design features. Housing and Real Estate Management Bureau (Ministry of Construction) acts as the Project owner of the Project - Component 1. Interested applicants shall collect Bidding Documents from 9:00 A.M, May 28th 2020 to 9:30 A.M, June 5th 2020, at the address above, or by sending email to duanhopphan1@gmail.com requesting for the scanned version of the Bidding Documents. Based on the Bidding Documents, applicants shall prepare their Proposals and submit or courier proposals at the above address not later than 9.30 A.M, June 5th, 2020.

Proposals cannot be returned. In the outer envelope containing the application document, the position applied should be clearly stated.
