Support for Policy Analysis for the Development of Land Policies for Socio-economic Development


The objective of this project is to conduct a comprehensive assessment of the socio-economic impact of land policy on rural development and recommend new policies aimed at achieving the Government’s goal of promoting sustainable economic development in rural areas. The project will strengthen the Government’s policy analysis capacity by engaging officials from a number of agencies together with Vietnamese and international experts.

Activities include: (i) practical policy research on the impact of existing policies related to land in six provinces judged to be representative of national trends. This research will be conducted jointly by a team of policy analysts from relevant government agencies as well as national and international experts; (ii) a series of workshops with national stakeholders to discuss land policy and priorities; (iii) an international conference to consider the relevance of experiences from other transitional and developing economies; and (iv) a leadership forum to disseminate the project’s recommendations to senior government officials.

Major activities in the first year include: conducting case studies in six selected provinces on four land policy issues (land accumulation, food security, land taxation and land assets); reviewing international experiences; extracting and analyzing secondary data and information; organizing two national workshops; organizing policy dialogues in six selected provinces and setting up the project office. 
In 2010, the project will focus on conducting desk studies, quantitative studies and case studies on selected topics, completing a comprehensive discussion paper and several policy briefs, organizing two national workshops, as well as several seminars and local workshops, organizing an international workshop to present project results, and organizing training courses to build capacity in IPSARD.
