Support to the Preparation of National Millennium Development Goals Reports 2008 and 2010
By signing the Millennium Declaration and joining the international commitment to achieve the Millennium Development Goals (MDGs), the Government of Viet Nam (GOVN) has made a commitment to improve the quality of life of the Vietnamese people by meeting international standards pertaining to poverty reduction, health, education, gender equality and environmental sustainability by 2015. MDGs are consistently in line with the Viet Nam own development goals set out in the national strategies and plans, including those included in the Comprehensive Poverty Reduction and Growth Strategy (CPRGS).
In this context, the project “Support to Preparing of the National Millennium Development Goals Reports 2008 and 2010” has been designed in close consultation with Ministry o fPlanning and Investment (MPI) and other partners. The 2008 report will be (i) reporting on the progress towards achieving MDGs at both national and local levels, (ii) serving as the national tool for monitoring VDGs/MDGs, and (iii) providing inputs to the mid-term review and terminal review of the implementation process of the five-year socio-economic development plan (SEDP) 2006-2010 in 2008 and 2010 respectively as well as contributing to the preparation of the SEDP 2011-2015.
The overall objective of this project is to contribute to the development, implementation and monitoring of national pro-poor policies and SEDP. This will be achieved through the support to strengthening national capacity for MDGs/VDGs monitoring and reporting.
MDGR 2005 shows that progress toward the MDGs in Viet Nam has been substantial, especially it has remarkable impact on the poor regions with low level of income throughout the country. However, there still remains considerable distance and number of challenges toward achieving all of the MDGs. Localizing MDGs/setting feasible targets that are specific to Viet Nam, keeping tracks of the progress as well as analysing the challenges toward achieving these targets are essential tasks. Moreover, a particular focus has to be set on the sub-national level with disaggregate data and representative experiences, to accurately capture disparities and challenges in achieving MDG.
What are the project's key results?
- Output 1. The progress towards achieving MDGs by 2008 and 2010 analysed and reported with high quality, in close linkage with the process of review of SEDP 2006-2010 and development of SEDP 2011-2015, and in a participatory and consultative manner.
- Output 2. MDGR findings and recommendations widely disseminated, advocated and debated to support further MDGs awareness raising and localization as well as to feed into national pro-poor policy development process.
