Supporting developing countries to integrate the agriculture sectors into National Adaptation Plan NAP-Ag

Project Summary:

The NAP-Ag activities in Vietnam are to support the Ministry of Agriculture and Rural Development (MARD) and relate to key stakeholders and aim to mainstream adaptation in the agricultural sectors’ planning processes. Laying a knowledge foundation to promote risk-informed decision making, the program supported the government to undertake a comprehensive stocktaking exercise, as well as risk and vulnerability assessments and mapping, especially of particularly vulnerable areas like northern Viet Nam (landslide affected) and the Mekong Delta (sea level rise and salinization affected). NAP-Ag, furthermore, enabled key stakeholders to enhance their capacity in prioritizing adaptation options and is in the process of preparing key documents to inform the design of the agricultural sectors' components of Viet Nam’s updated Nationally Determined Contribution (NDC) to the Paris Agreement and NAP

Project Objectives:

In line with the Global outcomes and outputs of the Programme, the NAP-Ag Project in Viet Nam has provided strategic support to assist Viet Nam to address knowledge gaps on the implications of climate change in key agriculture sub-sectors, to identify appropriate adaptation measures and carry out cost-benefit analysis, and contributed to building capacity for climate change adaptation in sectoral planning for agriculture and rural development, including on climate finance, ensuring that the adaptation priorities and plans of the agriculture sector are incorporated in the NAP, as well as advancing the adaptation agenda in the policies and plans of the agriculture sector.

Expected Results:

Outcome 1 – Strengthening technical capacity and institutions on national adaptation planning

  • Output 1.1 – Strengthening the capacity of policy and technical staff in key ministries and institutions from central to local levels on mainstreaming of climate change risks and opportunities for the agriculture and rural development sector
  • Output 1.2 – Strengthening the capacity of technical staff and public service officers supporting agriculture-based livelihood adaptation in key ministries and relevant institutions in economic valuation, including costing and cost-benefit analysis for climate change adaptation options in the agriculture sub-sectors:
  • Output 1.3 – Developing training materials based on the knowledge gaps and needs identified in 1.1 and 1.2 including decision tools for prioritising investment options and low emissions development pathways:

Outcome 2 – Developing Integrated roadmaps for NAPs

  • Output 2.1 – Formulating a roadmap for integrating climate into agriculture and rural development sector planning including climate-smart aspects based on existing information, knowledge gaps and institutional strengths and weaknesses:
  • Output 2.2 – Updating national development plans to take into account cross-sectoral issues that emerge when addressing climate change concerns in the agriculture sector:

Outcome 3 – Improving evidence-based results for NAPs

  • Output 3.1 – Design and application of quasi-experimental design-based impact assessment framework for a portfolio of BMUB/ LDCF/SCCF projects on ongoing agriculture-based livelihoods projects:
  • Output 3.2 – Strengthened capacity of agriculture-based impact assessment and monitoring units and central statistical officers on using quasi-experimental design-based impact assessment frameworks (including adding adaptation relevant indicators) for monitoring the effectiveness of adaptation

Outcome 4 – Promote advocacy and knowledge-sharing on national adaptation plans

  • Output 4.1 – Convened exchanges on science and technology and economics of adaptation to support the integration of adaptation options into national investment plans managed by Finance/Planning Ministries, and evidence-based monitoring frameworks for climate resilient development in key sectors and issues. This includes exchanges between countries including North-South/South-South exchanges, inter-agency coordination on best practices/lessons learned.
  • Output 4.2 – Global outreach regarding the UNFCCC process including supporting the LEG work, the Adaptation Committee and the Global Green Climate Fund
